Jews had traditionally made themselves at home in their host countries and swore allegiance to those countries, but after Germany conducted the Holocaust, it was deemed necessary to create a homeland where the Jews would be in the majority of the population. Not every Jew has felt the need to leave their host country and they have remained where they are as loyal citizens. Israel is a refuge for those who have been driven out, or felt a need to be among others like themselves.
